Coverage
Coverage is reported as three separate layers. Each layer has its own denominator and its own eligibility rule, published below. No combined coverage figure exists anywhere in Hapito.
Nationwide directory
Nationwide: address search is served live from the national address register.
Denominator: every address object published by the national address register.
Eligibility rule: an address counts as covered when it can be found by search and resolved to its official identity. Directory coverage means the identity is resolved; it says nothing about the building itself.
Official enrichment
A bounded launch cohort of apartment buildings, enriched from the national building register.
Denominator: eligible multi-apartment residential buildings recorded in the national building register.
Eligibility rule: a building counts as covered when its official registry record has been imported and passed quality checks, and every published fact carries its source, record reference, and dates. Buildings outside the launch cohort stay in the directory state and say so.
Resident evidence
Buildings with published resident evidence: 0.
Denominator: buildings where at least one category of resident experience has passed the publication and privacy thresholds. This is currently zero: no resident evidence has been published anywhere on Hapito.
Eligibility rule: resident responses appear only as building-level aggregates, and only after passing a versioned threshold policy applied identically to favorable and unfavorable reports. Until then, every report states that it has no resident evidence yet, which is an unknown, never reassurance.
These three layers are never combined. Depth in one layer never stands in for another, and no page adds them into an overall coverage number.
